What it does
UpdateTweenChar writes to a Tweening object: it updates rather than reads. It takes tweenID (an integer), textID (an integer), charID (an integer) and fTime (a float), and returns nothing. tweenID is the id of a Tween object, obtained elsewhere in the Tweening family.
